He served the pre-revolution government of Iran as Minister of Commerce, Minister of Finance, and Ambassador-at-Large. He has been on the Executive Board of the International Monetary Fund, representing Iran and several other member countries. He has written more than 50 journal articles and is the author of seven books on Iran, oil and economic development, the latest of which is Managing the Oil Wealth.
